The easiest way to get there is by taking a car or a cab to Souq Waqif. Alternatively, you can also take public transportation to reach Souq Waqif. On the Gold Line, get off at the stop "Souq Waqif".

I think it's best to capture this space at sunrise because the sun will come up right behind the mosque, creating great lighting conditions.
Field tips
A medium focal length lens will be best at capturing this space so you're able to get some foreground elements in the frame, as well as the mosque in the background.
If you're wanting to photograph the flying birds, make sure you have a fast shutter speed and high aperture to be able to capture them without motion blur and get them in focus with the background.
Since the market is really busy, try and set up a composition based on the light or architecture and wait for the subject (in this case, it's a bird) to move into frame.
