This image of the Doha skyline through the glass window was taken at the Museum of Islamic Art. This public museum is easy to access and can be reached by public transportation (via Fishing Port; 76) or by car.
If you're driving, I recommend parking in the MIA Parking lot (25.293013, 51.541027).
Head to the entrance of the museum through Museum Park. Then, head to the back (north side) of the building. Reference the GPS coordinates and you'll see this north-facing view of the skyline through the window.
There is an ample amount of free parking that's available for those with cars under the MIA and in the MIA park, which is next to MIA. There are also complimentary golf carts that will shuttle visitors from and around the MIA park to MIA.

The interior of the Museum of Islamic Art can be visited year round. Regardless of the month, you'll be able to get a similar shot of the Doha skyline through the glass window.
Strong shadows are an important part of the composition of this shot and midday and late afternoon will produce similar lighting conditions.
Field tips
Make sure you use the glass window to frame the city skyline.
A wide-angle lens (12mm) is a must at this spot. I used a 12mm lens so I was able to get the top of the architecture, as well as the entire window.
The window has three "sections". Position yourself so you're in line with the middle section as to evoke a sense of symmetry.
