This image of Corinche Harbor and the spiral tower of Abdullah Bin Zaid Al Mahmoud Islamic Cultural Center was taken on the waterfront parkway of Museum Park, which is just before the entrance to the Museum of Islamic Art.
You can access this location by taking public transportation (via Fishing Port; 76) or by car.
If you're driving, I recommend parking in the MIA Parking lot (25.293013, 51.541027) and then walking toward the entrance of the museum.
Reference the GPS coordinates and then face south while at Museum Park to see this view of the harbor and mosque.

I think this location is best to visit during sunset because as the sun descends behind the boats in the harbor, it'll emanate a rosy hue of diffused light.
Field tips
I used a 135mm focal length because the shoreline is a bit far from the area I stood. By using a longer focal length, the architecture takes up more of the frame and creates a nice balance with the boats in the harbor.
When using a long prime lens like the 135mm, it's important to not shoot with too wide of an aperture or some parts of the image may be out of focus because the lens has a very shallow depth of field.
I recommend having the water in the bottom third of the image, the buildings in the middle and the top of the mosque in the top for an even composition.
