This photo was taken on the grassy mound of the northernmost point of MIA Park, east of the MIA Park Coffee Shop. Follow the GPS coordinates to get this elevated north-facing view of the West Bay skyline.

I prefer to shoot in the winter when the weather isn't too hot, but no matter the month, the view of the West Bay from MIA Park will look the same.
In the late afternoon and during sunset, the light will be really soft and it'll hit the subject and skyline in a way that highlights the architecture.
Field tips
I think it's best to use a wide-angle lens (29mm) to accentuate the greenery and skyline. If your lens is too narrow, you won't be able to fit as much of the scene into your frame.
I got this shot when I was at the top of the hill, aligned my camera with the skyline and then waited for a subject to pass through my frame. To get a similar perspective, it helps to frame the grass in the bottom third of the photo and the skyline in the top third.
Don't limit yourself at this location! If you don't want to wait for someone to walk through the frame, you can have a friend come with you and then capture them while taking in-motion photos to breathe life into your shot.
