You can visit the Amiri Diwan and the Palace Guard camels all months of the year.
As long as it's daytime, you'll be able to capture great photos here. During the morning, there will be less people and the light will be softer—I'd recommend visiting then if you can!
Field tips
Be very respectful of the Palace Guards and avoid getting too close. Using a telephoto lens is advisable so you can produce your art from a distance. This lens will also allow you to more detail.
Try framing the Amiri Diwan building behind the Palace Gaurd. The architecture serves as a beautiful backdrop.
If the Palace Gaurd is moving, consider photographing on burst mode and pick out your favorite composition later.
