To get this shot of the Michigan Central Train Depot and the neighborhood streets below it, I stood on the roof of a residential building in the Corktown area.
If you don't know anyone that lives in the building, you can contact the real estate company and they'll connect you with the property manager who can approve your access to the roof.
There's no elevator once you enter the building, so you'll have to take the stairs to the top of the roof. I stood facing west towards the Train Depot.

You can get a similar shot of the Michigan Central Train Depot year round, but for the best foliage conditions I recommend September through November.
To capture the rich hues in the night sky, photograph this location towards the end of sunset and into blue hour
Field tips
Since you'll be shooting on a roof, make sure to stay away from the ledge and be aware of your surroundings.
Try and keep some of the neighborhood in the foreground to add depth to your image.
You can experiment with different focal lengths, but for this image I think a telephoto lens is best so you can zoom onto the Train Depot and surrounding neighborhood.
