This photo of Pagoda Chureito and Mount Fuji was taken at Arakurayama Sengen Park Observation Deck.
It is approximately 20 minutes on foot from Shimoyoshida Station on the Fujikyuko Line.
If you're coming from Tokyo, you can take the Chuo Line from Takao Station and stop at Otsuki. From there, ride the Fujikyuko Line for about 9 minutes and get off at Shimoyoshida Station. The park will be around 10 minutes on foot and the pagoda is a further five-minute climb up the hill.
On the way, you will first see Arakura Fuji Sengen Jinja Shrine and then you will get to the observation deck where you'll easily spot this view.
