The best way to access this location is to drive and park in one of the nearby lots, like the East Parking Lot (36.814255, 137.042598). You can get there by taking Prefectural Road 415. Once you've parked, cross the railroad and walk toward the Shinto Shrine. You'll be able to see this view right away.
