This image was taken at the bottom of the stairs on the grounds of Keisoku-ji Temple (鶏足寺) in Nagahama, Shiga. Depending on where you park, it'll take about 15 minutes to get to this location on foot from the various parking lots. There's one lot that's near the coordinates of (35.503238, 136.251449) and another that's near (35.505483, 136.248574). You can get there by taking Prefectural Road 332.
After parking, there'll be clear signs and guides that'll help you get to the spot where I stood to take this photo. You can also reference the GPS coordinates. I stood north, facing the path.
