During the early spring months of February and March, and the fall months of September and October, the sun will be setting from the side (like it is in my image), which will give off a nice golden glow along Wesley Drive at the Treasure Island Park beach walk.
In the summer, it's more of a head on shot with the sun in frame.
This is definitely a late afternoon and sunset location if you want to capture the luminescent glow of all of the elements in the frame — from the beach walk and the palm trees, to the sand down on the beach and flowers and bushes on the pathway.
Field tips
This image was shot from a busy side walk, so make sure you're not blocking anyone while you're photographing from this viewpoint. It also may take a few minutes to get a shot without anyone walking along the pathway — be patient!
During the weekends, this place gets packed with people. I highly recommend coming on the weekday to avoid crowds and people in the photo.
Try to frame the beach walk so that its natural curve leads into the frame.
For an unexpected focal point, try adding a model on the walkway.

Walking down the beach walk is definitely a fun activity — even after the sunset.
The beach down below is also quite awesome! During low tide, there are plenty of tide pools to explore.
There's an open field that makes a great spot for BBQ and/or a picnic further down the beach walk, too.
