Follow Torrey Pines Scenic Drive until it dead ends into a dirt parking lot. Make your first left and try to find parking near the end of the lot and closest to the cliff. From there, follow the posts that line the edge of the cliff. From the edge of the cliff you'll be able to see south to Scripps Pier and La Jolla Cove or north overlooking Blacks Beach.
