You can visit the staircase entrance of the Katara Beach Club during any month of the year. Remember, in the summer, the temperatures can be very warm, so plan accordingly!
For similar lighting conditions, I think it's best to go in the morning or late afternoon to capture the crispness of the building with sun some shadows.
Field tips
A wide-angle lens (24mm) is necessary to photograph the curves of the stairs and the buildings. A narrow lens will prevent you from shooting the entire staircase, thus creating a different composition.
Naturally, I recommend playing with the leading lines of the architecture, the curves of the stairs, and their proportions.
Work with the shadows and use them to enhance pattern and depth in your shot.
If you have a model, suggest that they wear a long dress or flowy clothing to bring movement and a sense of lightness to the image.
Try desaturating your image a bit in post-production to help you find the right tone of blue for the sky.

Once you've taken your photos, enjoy a meal with a waterfront view at the Boho Social restaurant. The Bohemian-style eatery features a menu that's inspired by American, Asian, Southern European and Middle Eastern food.
Set aside time to explore the rest of the area. The Katara Cultural Village has a plethora of retail stores, cafes and entertainment centers, like the Katara Opera House.
Walk to the waterfront and snap some shots of the boats, photographing land and water as they meet.
