This photo of Lake Tahoe was taken at Sand Harbor in Lake Tahoe Nevada State Park.
To get here, drive east on Highway 28, about 4 miles past Incline Village, until you see signs for Sand Harbor State Park. Drive past the 1st entrance for boat launch until you reach the 2nd entrance, which is the main parking area.
Once parked, walk north along the beach until you reach the spot referenced in the GPS coordinates. I positioned myself on one of the large boulders, facing west out along the water, with views of the other side of the lake in the distance.
