The image was taken on the lower level of Hart Plaza in Detroit. When you get to the plaza, head toward the Main Amphitheater. Northeast of the amphitheater, you'll find a set of staircases that lead to the lower level. After descending down the stairs, look for the abundance of natural light pouring into the dark space and you'll come upon the skylights.
