This image was taken in the evening from the walking path along Shiina Bridge.
The bridge is right across from Shiinamachi Station. As you leave the station, you will recognize the buildings in the photo on your left.
For an elevated point of view like mine, exit right from the station and you'll see a ramp up to Shiina Bridge. Once you get up to the walking path, you'll see the view when you face west.
