From Ting Heng Estate Bus Terminus, launch your drone and fly south to Tin Fu Courts at about 400m altitude. You're going to want to get really high with this one as you want to be able to get the whole estate.
To get to Ting Heng Estate Bus Terminus, take Bus Lines 265B, 265M, 276A or K73, K76.
