Visit after dinner hours (9-10pm) when the neon cow sign is illuminated but with less people walking about.
Field tips
If you’re photographing a model at night consider having them wear bright colors.
By using a wide-angle lens (19mm) you’ll be able to frame the neon cow and a fair amount of Peel Street. That said, you can take a perfectly great shot with a less wide of a lens (24mm).
Take multiple photos as you determine the optimal settings that create the desired contrasts between the red illumination from the neon sign and blueish hues coming from the street lights.
