When to go
You can photograph this area any month of year. To find similar rainy conditions, visit between April and June since these are the wettest months in Hong Kong.
To capture the illuminated buildings and light trails in your photo, it must be dark outside. The best time to go to this location is just after sunset when there are still a lot of cars on the road. It can get too quite in the middle of the night, so avoid going very late.
Field tips
A wide angle lens (14mm) is a must at this spot! It will allow you to photograph the grand scale of the surrounding buildings, as well as incorporate the street below you.
To include the roof of the walkway as a foreground element, shift the camera backward or forward until you find your desired framing.
You'll need to bring along a tripod if you want to achieve the long exposures needed to capture the car light trails. Since there's a railing on the pathway, you could also use a GorillaPod.
If you're using a camera with aperture control, try shooting with an f-stop of 8 or higher to get the "star effect" from the street lamps.

This location is in the middle of some of Hong Kong's most famous skyscrapers. Take a walk around the area and practice some look-up photography. When you're there at night, walk along the roads to capture the light trails from the buses and trams that are speeding through the streets.
See a view of the entire city by taking the tram to Victoria Peak — which is the highest hill on the island of Hong Kong. The tram station for The Peak is only a few minutes away from where I took this photo. Just follow Garden Road directly south and you'll arrive at the station.
