This image of the Ala Wai Boat Harbor was taken from Holomoana St, looking southwest onto the docked boats. There are several ways to get here, but if you're staying in Waikiki, it's just a short walk or drive.
I'd recommend parking at the Ala Moana Bowls Parking Lot (21.281727, -157.840510) since it's free and then walking north and taking a left on Holomoana St.
