This photo of the Weltenburg Abbey and Danube River was taken at a dedicated hilltop viewpoint outside of Kelheim. The best way to get there is by car.
To get there, you need to leave Kelheim and drive in the direction of the Liberation Hall of Kehlheim. After that, follow the signs to Goniwiatr which is on the opposite side of the river from the abbey, super close to the viewpoint. As long as there is space and it is allowed, you can park there.
From there, there is a small trail that goes up through the woods and it will lead you directly to the viewpoint. The hike is around 10 minutes with a little elevation gain.
