This image was taken from The Garden at 120, a rooftop garden on top of One Fen Court, overlooking the London skyline and 20 Fenchurch Street. From either Aldgate, Tower Hill or Monument station, head towards the Fen Court office building on Fenchurch Street. Once you arrive, head into the open ground floor area where you will see a pair of elevators. There will be security before you enter the elevators to the 15th floor rooftop terrace. They'll check your bags and belongings here, so make sure you're prepared for a search! This specific viewpoint is at the southwest most area of the terrace. You can get this view from The Garden any month, but the best months are April through October when the weather is the most pleasant — especially during sunset!
I suggest photographing this location an hour before sunset. The light will cast a soft golden grow across the skyline. You can also sit down and watch the sunset as the city lights turn on and the sky begins to darken.

Field tips

Try to center 20 Fenchurch Street in the middle of your image so you can also incorporate the other buildings that are in the area. 20 Fenchruch will stand out as the focus of your shot, but the other buildings will also enhance your photo.
Minimize your reflection by getting as close as you can to the glass. If you're tall, you can also raise your arms and attempt to photograph above the glass. For reference, the glass is about two meters high.
Experiment with different view points from The Garden. The area itself is very large (about 2,800 square feet), so walk around and see what other compositions you can create from this elevated perspective.
