The image was taken in the pedestrian tunnel by Poplar DLR Station.
Taking the DLR, head to the Poplar Station and then get off of the train. Make your way up the flight of stairs toward the blue circular overhead bridge. Both ends of the bridge work for this specific shot, but I stood on the north end to get this view.
