This image was taken in the pedestrian tunnel towards Poplar DLR Station near Canary Wharf.
Taking the DLR, head to Poplar Station and then get off of the train. Make your way up the flight of stairs toward the blue circular overhead bridge. Both ends of the bridge work for this specific shot, but I stood on the south end to get this view. There can occasionally be construction in the tunnel, so be aware that one side may not be available.

Blue Hour
You can photograph the tunnel at Poplar DLR Station during any month.
I took the photo during blue hour, but I also recommend coming to this place during the day or night. Each time of day will drastically change your photo, so visit at different hours to find your favorite lighting conditions. It all really depends on the mood you want to get!
Field tips
Try to align the curves and leading lines so that everything is symmetrical. A misjudgment in framing will throw off your composition.
Get low and shoot on the ground. From this perspective you'll capture the curvature of the bridge and create a sense of depth.
Use a wide-angle lens (14mm) to incorporate as much of the tunnel's length as you can. Seeing the whole bridge in your image makes it seem as though it goes on infinitely.
