The image was taken on a tour inside the House of Parliament in one of the interior corridors. You will not be able to access this location without being on the tour.
When you're guided through the House of Parliament, you'll walk to this exact spot, but for general directions, you'll walk through the main entrance, then the entry hall and then you'll take a left at the top of the stairs. Once you're in the room at the top of the stairs, simply look up and you'll see this view.
