This drone image was taken from a small pullout along Cabrillo Highway and the cliffs of Grey Whale Cove in Half Moon Bay. To get here, you'll need access to a car.
First, park in the Grey Whale Cove Trail Parking Lot (37.563071, -122.512524), then head south down Cabrillo Highway to get to the pullout. After I flew my drone, I flew about 200 feet high aligned with the road, facing north.
You can alternately fly off to the side the parking lot, just be mindful of others.
