This photo was taken at a small right-off-the-trail pool near No Name Lake, towards the end of the Marmot and Jade Lake hike. The hike is for experienced hikers, as it's a 20-mile hike with 4,200ft of elevation gain. It involves some off-trail navigation and route finding. According to AllTrails, it is considered a challenging hike and takes over 10 hours to complete.
You can get to Marmot Lake through Tucquala Meadows Trailhead (located on NF-4330) or Deception Pass Trailhead. Getting to Marmot Lake from both of these trailheads is pretty straightforward—the difficult part is to get to Jade Lake from Marmot Lake. The road is pretty rugged and there are many rocks along the way. I recommend using your GPS throughout the way and following the instructions to get to Jade Lake from there on.
The spot where I took this photo is off the trail and it's located near No Name Lake. It is quite close to Jade Lake but you can consider camping at Marmot or Jade Lake, depending on your preferences.
