Singapore doesn't have typical seasonal changes, so you can photograph the Spiral Staircase Photo Spot with a view of the tree during any month.
During the day, you can capture similar lighting conditions. The tree is massive, so it'll allow some light in, but it'll also block some of the sun so you're photo won't be overexposed.
This spot has become very famous, so the best time to avoid the crowds is always first the morning. Visiting at other times of the day will most likely mean you'll have to wait in line.
Field tips
To capture the whole circle, you'll need a wide-angle lens. I shot this with a mobile phone (utilizing the wide lens), but if you're shooting with a camera, make sure to have a lens that'll allow you to fit the whole scene in your frame.
Symmetry is important here. Try to stand directly in the middle of the circle above you so you can create a photo that's proportional.
Although they should be included in the photo, your model shouldn't be the main focal point, instead, it should be the tree.
I recommend having your model wear bright clothing to make them stand out a bit more.

Head northwest and you'll be in the heart of Singapore's busiest shopping district, Orchard. Treat yourself to something new or walk around Orchard Road and window shop, people watch and take in the sights.
Visit Fort Canning Park, which is just south of this stairs. When the weather is nice, they host concerts, plays and outdoor events.
