This image is of the limestone cliff and staircase set on the famous Glen Creek along the Gorge Trail in Watkins Glen State Park. I stood on the path above the Glen Creek to get this view.
Route yourself to the State Park and navigate to the Gorge Trail trailhead. Walk along the trail towards the GPS coordinate and you'll encounter the view.

Tips
When to go
Best season
April, May, June, July, August, September
Best time
Morning, Mid-day, Late afternoon
This location is beautiful to photograph all year round, but to get the greenery, I recommend going during the spring and summer months. The park can be closed during winter, so check before you go to make sure it's open.
This area is well illuminated all hours of the day, but if you'd like to avoid a herd of tourists, it's best to visit either early in the morning or late in the afternoon.
Field tips
The pathway can be wet and slippery, so don’t forget to wear sturdy shoes with good traction.
By using a wide-angle lens (22mm) you'll be able to incorporate the walkway, the natural sculptures, the stairs and the lush greenery.
This location is great to let your creativity flow! Experiment with different angles of the gorge trail and try incorporating a subject to help magnify the scale of the limestone cliff.
