A wide-angle lens (24mm) will allow you to capture the vastness of the scene.
Because of the lack of light from the night sky, you should make sure to bring a tripod.
The light from the bridge will reflect onto the water, so have your subject stand on the rock. Their silhouette will pop against the bright reflection.
