As long as it's not snowing, you can find similar conditions along the West Fischer Service Drive. Try coming in the warmer months when the weather is more pleasant.
I recommend visiting when the light isn't harsh, either in the morning or late in the day. Or, any time during the day if it's cloudy.
Field tips
Try using a telephoto lens (70mm) to make the distant tower and bridge appear closer to the road in the foreground.
Get creative with your foreground subject. You could use a prop or a vibrant colored car. The pop of color will draw the eye to the center of the photo.
Walk along the West Service Fischer Drive for other interesting angles of the bridge.
