This view of Tokyo Tower was taken from the escalator on the southwest side of Roppongi Hills.
As you go up Zelkova-zaka, you'll see the Jingumae Pedestrian Bridge for Roppongi Hills. From there, make your way toward the escalator on the side of the bridge and then face directly east for this perspective.
If you're using public transportation, I recommend taking the Tokyo Metro or Toei Subway to the Azabu-juban Station (麻布十番駅). Depart from the stop and then head northwest to get to Roppongi Hills.
If you stand in front of the escalator, you will see the trees and Tokyo Tower.
