This photo was taken from the Manarola Overlook Viewpoint. Manarola is most accessible by train, with frequent services running through the Cinque Terre National Park.
You can also book a private Cinque Terre tour but keep in mind that renting a car isn't an option.
Once you get to Manarola Train Station, walk north toward the restaurant Nessun Dorma. The Manarola Overlook will be right in front of you, you cannot miss it.
I got there by taking a boat from Portovenere which takes around 35 minutes. Once you're in Manarola, look for Nessun Dorma, and you'll have this southeast view in front of you.
