Since there isn't any landscape in this photo, you can visit this Third Street view of the IFC Mall during any month.
The buildings will shield the sunlight, but you'll still want to have the light coming from the far end of the street (where the IFC Mall is), so photograph at on Third Street during the day.
I think that the late afternoon is the best, as it'll cast shadows on surrounding buildings and silhouette subjects in front of the distant IFC mall.
Field tips
You may have to step into the road slightly to line up the building in the centre — be careful of traffic!
Position yourself on the road according to how much zoom you have on your lens. If you have shorter focal length, I recommend walking closer to the IFC Mall up the hill and if you have a big zoom go further away.
To compress the shot, try to shoot with a telephoto lens. For reference, I shot with a 200mm lens and I think that's the perfect focal length for this spot.
In post processing, it helps to darken all of the surrounding image and leave the background lighter.
Wait for a person to walk across the street in the middle of the photo to add a human element to your photo. Not only will it add a cool extra focal point, it'll also evoke a sense of scale.
