Any day is great when looking at Tower Bridge! The river and bridge will look the same during any month of the year.
For similar lighting conditions, visit this place in the morning, mid-day or late0afternoon to allow daytime exposures while using a Neutral Density filter.
Field tips
A wide-angle lens (24mm) is perfect to incorporate the whole bridge into your frame while also giving enough free space around the structure.
Tripods can be set up on both the path and the balustrade ledge, but make sure your tripod is secure — it's a big drop for your camera into the River Thames!
Try using the rule of thirds to compose the shot, both in landscape or portrait orientation. It will give your photo a nice balance.
Neutral Density filters are perfect for this shot. They will smooth out the water and clouds and create a soft look. I used a 15-stop filter to give a very long exposure.
If you want to have a boat passing through your photo, have a look online for "Tower Bridge Lift Times" which will tell you when the bridge opens for boats to pass through.

Walk along Tower Bridge and take in the views of the River Thames and the city on either side of your viewpoint. With all of the landmarks nearby, there are so many incredible photo opportunities from the bridge — get creative and enjoy some of the classic London architecture.
