This image was taken on Zhaphu Road Bridge (乍浦路桥), which connects the Zhaphu Road Residential Area to the Laoshanxincun (崂山新村) area. I stood facing east to get this view.
I recommend taking a taxi across the bridge to get there. The bridge is mostly used by pedestrians, cyclists and motorcyclists so it's pretty safe to walk along, but be aware of the cars passing by, too.
