In my opinion, Grizzly Peak offers the best view of San Francisco. Treasure Island and the Bay Bridges, accompanied by the skyline emerging through the thick fog at sunset is truly a mystifying scene!

This image of the San Francisco Skyline and Bay Bridges was taken from Grizzly Peak. To get there, you'll need access to a car.
First, drive up Grizzly Peak Blvd behind the UC Berkeley campus into the hills. The road is winding, but well-paved and very manageable.
Park in the large dirt turnout at the GPS coordinates and then face southwest toward the city and bridges. I prefer to set up my camera around the tree to be less visible from the road.
